Puppy, a West Highland terrier on an architectural growth spurt, has been sitting outside the Guggenheim Museum Bilbao since 1997. At 43 feet tall and weighing in at 16 tons, he is less statue and more living spectacle. Conceived in 1992 by Jeff Koons, the American artist who delights in making the monumental feel domestic, the dog first toured Germany before settling in Bilbao during the city鈥檚 headlong dive into cultural reinvention.
