Gifted in 1989 by Taiwan to honor its trade and diplomatic ties with Virginia and the City of Norfolk, this structure stands atop what was once a molasses tank foundation-a historic nod to the area鈥檚 industrial. The pagoda鈥檚 upper balcony yields stunning panoramic views of the Elizabeth River, Downtown Norfolk, and even the imposing USS Wisconsin battleship moored nearby.
